 President Elpidio Quirino was born in Vigan, Ilocos Sur on November 16, 1890, where he grew up in a family deeply valuing perseverance and discipline. Despite limited means, he worked hard to pursue education, eventually graduating from the University of the Philippines College of Law. His early life taught him the importance of determination that shaped his political career. Quirino’s entry into public service began when he became a lecturer and later a lawyer, but his passion for nation-building pushed him toward politics. He became a member of the Philippine House of Representatives, then a Senator, and later Secretary of Finance and Secretary of the Interior. His political journey was strengthened by his involvement in the 1935 Philippine Constitution, where he played a role as a member of the Constitutional Convention.
